Dr BernsteinThe technical expertise of the consulting team for the Asian Development Bank (ADB)-funded  technical assistance project on Strengthening Epidemiological Surveillance and Response for Communicable Diseases in Indonesia, Malaysia and the Philippines (ADB TA No. 6305-REG) was tapped as a source of knowledge inputs in a workshop that sought to revitalize Indonesia’s Field Epidemiology Training Programs (FETP).

Project Team Leader Dr. Robert Bernstein made an elaborate presentation, among others, on the “Seven Characteristics of Highly Effective FETPs” at the Workshop on Revitalizing Indonesia MOH’s FETP held March 6-8, 2007 in Bali Indonesia as organized by Indonesia’s Ministry of Health (MOH) and supported by the World Health Organization (WHO) and the European Union.

WHO and EU are negotiating with MoH on a project for revitalizing the FETP, and there is concern on the role of universities in the said undertaking. Although MOH has not been administering a national FETP for several years, they have permitted several universities to undertake uncoordinated efforts to implement various classroom and field-oriented approaches to FETP.

With the possible exception of the University of Gadjah Mada (UGM) FETP, it was noted that the university-based programs in Indonesia do not meet the criteria (core curricula and requirements for graduation/certification) that have been proposed by the U.S. Centers for Disease Control and Prevention and the Training Programs in Epidemiology and Public Health Interventions Network Inc. (TEPHINET). TEPHINET is a professional alliance of 34 FETPs located in 32 countries around the world.

While considered as beyond the deliverables of the ADB-supported RETA, the project team sees the importance in assisting the MOH on the project as it complements the goals and visions of the RETA project. Also, the Project’s deputy team leader for Indonesia, Dr. Hudoyo, is highly regarded by both academia and MOH to be well-equipped to provide technical advice in strengthening the country’s FETP.

A similar invitation from WHO was recently received by Bernstein to attend the WHO-SEARO Regional Workshop on International Health Regulations in the Republic of Maldives from April 23-25, 2007.
