Project Description
The GTZ Trade Policy and Trade Promotion Project in the Philippines is, among other things, working on trade in services issues - one focus being on health services. The study aims to develop (i) a vibrant private health service industry catering to the needs of foreign patients and (ii) an increase in health services traded under the so-called mode 2 (so labeled under the GATS framework, referring to service consumption abroad) to generate income (direct and indirect through taxation) and create employment within the whole value chain of the service industry.
The Study will look at all treatments covered by existing insurances, and if applicable focus on (i) regular medical care and check-ups; (ii) specialty procedures being pushed by the Philippines including (a) Plastic Reconstructive Surgery, (b) Bariatric Surgery, (c) Eye Care, and (d) Dental Care. For purposes of the research, the Study will cover client-rich markets like the US (i.e., the Fil-Ams), Australia, Germany, UK, Scandinavia, Korea, Japan, and Canada, and contending countries like Thailand, Singapore, Malaysia, and Indonesia.
PRIMEX Role in the Project Implementation
PRIMEX is providing the services of senior consultants who will review and assess the insurance coverage and portability regimes of foreign markets (and which accreditation systems are most relevant to the respective insurance providers) in relation to health and wellness (e.g. medical services and retirement). The consultants will explore the question of insurance portability covering (i) patients traveling specifically for medical purposes and (ii) long-stayers (e.g., retirees), needing other than travel insurance coverage.
