Project Name:
Strengthening Sound Environmental Management in the Brunei Darussalam, Indonesia, Malaysia, and the Philippines East ASEAN Growth Area (RETA 6446-REG): Support to the World Ocean Conference and the CTI Summit

Project Location: Indonesia (Jakarta and Manado)

Name of Client/Funding Agency: Asian Development Bank

Start Date: 16 March 2009
Completion Date: 30 June 2009

Project Description

The regional technical assistance (RETA) strengthened the sustainable management of natural resources in the BIMP-EAGA. Under the RETA, the World Ocean Conference (WOC) and Coral Triangle Initiative (CTI) were held in May 2009.

The WOC 2009 was a forum for the world community to discuss current issues in the marine field, which were related to climate change, in order to achieve an international agreement and draw up an adaptive strategy to use of marine resources wisely for the benefit of humanity. The WOC 2009 extracted strong political commitments from government representatives through the adoption of the Manado Ocean Declaration (MOD), which contained an agreement to guide marine management at the global level. Participants to the WOC 2009 included Ministers and high-level government officials from 121 countries, senior officials from multilateral and bilateral organizations, and representatives from academic and research institutions, NGOs, private sector, and other interested stakeholders.

The CTI Leaders Summit brought together the six Coral Triangle (CT) country heads of state (representing Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands, and Timor Leste) for a discussion on the significance of the CT to their economies and the global environment.

PRIMEX Role in the Project Implementation

PRIMEX provided the services of a Technical Assistance Team (TAT) that worked closely and support concerned staff of the MMAF’s National Organizing Committee (NOC) to ensure that all arrangements were in place for the WOC and CTI Summit. The TAT, consisting of an international WOC-ADB Program Coordinator, an international Marine and Coastal Resource Management (MCRM) Specialist, and a national WOC-ADB Assistant Program Coordinator, provided technical advice and guidance to the NOC in the overall coordination leading to the finalization of the draft Manado Ocean Declaration (MOD) as well as related technical and administrative arrangements before, during, and after GOPD and the International Symposium.
