Project Description

The Project will enhance rural incomes and reduced poverty in the selected river basins in Orissa, by rehabilitating and improving existing underutilized and underperforming minor (including traditional tanks and lift), medium, and major irrigation schemes with essential support services for setting up self-sustaining operation and maintenance (O&M) systems and modernizing agriculture production systems, and operationalizing effective planning, programming, and management systems from a river basin perspective. Implementation will take a participatory and process approach, following the initiatives of local beneficiaries to form water user associations (WUAs) and take over the self-sustained facility O&M. The Project will institutionalize the process and management system of substantially enhancing and sustaining the performance of irrigation schemes by developing WUAs with representation of diverse beneficiaries in particular the poor, and providing them with agriculture and other production support systems. It will also support ongoing sector reforms to operate participatory irrigation management (PIM) and integrated water resources management (IWRM) with good governance.

The TA aims to prepare an intervention package for ADB financing, comprising (i) basin irrigated agriculture development strategy and investment plans; (ii) an investment package or subprojects comprising feasible sample subproject proposals, implementation guidelines, and safeguards and other required assessments (with subproject programs including participatory planning and water user association formation, irrigation and associated infrastructure, support services for agriculture, fishery, livelihood, and watershed, and sustainable operation and maintenance); and (iii) institutional development strategy and actions to operationalize participatory irrigation management and integrated water resources management (IWRM) on the basis of river basins, with a program of institutional strengthening and project management.

 

PRIMEX Role in the Project Implementation

PRIMEX is providing the services of an Agricultural Economist for the following major tasks: (i) assessment and identification of strategic framework for irrigated agriculture and associated institutional development; (ii) preparation of expanded detailed project reports for sample schemes with feasibility and safeguards assessment (covering at least four major, six medium, and six minor schemes) based on the draft DPRs prepared by the Department of Water Resources (DOWR) in Orissa State; and (iii) definition of institutional actions for better service delivery and integrated water resources management. More specifically to: (i) support and guide the preparation of the irrigated agriculture and fishery development strategies for productivity enhancement, crop diversification by the concerned domestic specialists, and assist in drawing appropriate strategies to be pursued under the Project coherent with the state’s competitive position, market opportunities, standards of social equity and institutional capacity, and preparing the relevant strategy reports (current state and national policies and systems influencing irrigated agriculture will also be analyzed in this context); (ii) develop appropriate economic and financial analyses methodology and spreadsheets for different categories of subprojects under the PPTA, and prepare a work plan for data collection and analyses; (iii) monitor and support the subproject-level economic and financial analyses undertaken during the PPTA to ensure their quality; (iv) develop practical procedures and approach for baseline data collection, economic and financial analysis, and impact monitoring of subsequent subprojects to be used by DOWR; (v) Assess (a) fiscal impacts of the overall Project, taking into account the changes in O&M expenditure, increased revenue from irrigation tax and/or service charges, land and other sales taxes, change in subsidies and cost recovery arrangements; and (b) financial sustainability of the Project in terms of the capacity of DOWR, WUAs, and farmers to bear the costs of investments and O&M; and (vi) assist in synthesizing the PPTA reports into a consolidated appraisal document covering agriculture and fishery.
