PRIMEX is fielding a team of international specialists and a national environmental specialist to provide Project Implementation Support (Output 2) to MOHSPP and the PAG. The team’s services focused on design review, construction supervision, procurement, environmental safeguards, and climate change integration for the infrastructure component of the project’s Additional Financing. The International Architect/Team Leader will work in close cooperation with the PAG/EA and the Design and Supervision Consultant (DSC), will lead the Design Review, and will be mainly involved in tasks related to procurement support and implementation of hospital infrastructure development. This included leading site visits for construction sites, including the completion of works, provisional acceptance, and final acceptance. The International Structural/Civil Engineer will review the DSC’s proposed structural design, including the Building Energy Management (BEM) concept, and will verify structural works, including a visit conducted at the completion of structural works. The International Mechanical Engineer will review the DSC’s proposed mechanical design (including HVAC) and BEM concept, and will verify the mechanical works implemented by the Contractors during provisional and final reception (acceptance). The International Electrical Engineer will review the DSC’s proposed electrical design and BEM concept, and will verify the electrical works. The International Water Supply/Plumbing Engineer will review the DSC’s proposed design for water and sewage systems (inside and outside the building, considering environmental safety issues) and the BEM concept, and will verify the water supply and sewage system works. The International Procurement Specialist will assist the PAG/EA with the verification of bids submitted by Consultants, Contractors, and Suppliers, and in the management of related procurement processes to ensure compliance with ADB regulations and procedures, will provide on-the-job training to PAG and EA procurement staff and assist with the preparation of internal and external procurement audits. The International Climate Change Specialist will develop and implement a hospital-based climate change training program for medical, management, and MOHSPP staff, focusing on pregnancy, maternal, and neonatal health risks, and will lead the team in developing and facilitating the set-up of preparedness plans integrated into medical care protocols and ensuring the integration of gender-sensitive elements in training and preparedness plans. The National Environmental Specialist will perform a range of environmental safeguard duties, including: (i) updating the Initial Environmental Examination (IEE) and Environmental Management Plan (EMP) after detailed design; (ii) overseeing the incorporation of EMP recommendations into tender documents; ensuring the preparation of site-specific EMP (SSEMP) and its approval by the PAG and the Committee for Environmental Protection (CEP); (iii) establishing, coordinating, and reporting on the Grievance Resolution Mechanism (GRM); monitoring contractors’ compliance with the EMP; and (iv) preparing and submitting quarterly and biannual environmental monitoring reports (SEMRs) to the PAG/ADB, will also coordinate consultations with local stakeholders and assisted the DSC consultant in conducting training and compliance reviews.
