Consulting Services for the Construction Supervision of the Davao City Bypass Construction Project Packages 1-2 and 1-3 JICA Loan No. PH-261 and PH-273 Project

PRIMEX is providing national specialists to assist in achieving the efficient and proper preparation and implementation of the project through the following works: (i) construction supervision (phases I-2 and I-3); (ii) facilitation of implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP), and Resettlement Action Plan (RAP); and (iii) technology transfer. The Senior Road CS Engineer (Package I-2) will: (i) inspect and supervise as-staked survey conducted by the Engineer; (ii) check shop/working drawings, method statement of roadway and drainage works submitted by the Contractor and recommend the Engineer for approval; (iii) check hauling diagram and disposal area plan designed by the Contractor and recommend the Engineer for approval; (iv) supervise and inspect the quality, workmanship, safety and progress of the roadway and drainage works executed by the Engineer; (v) assess the contractor’s work progress and claims and report the Project Management (the Engineer) for taking required measures or actions; and (vi) if any changes of alignment and other road related matters required, assess the necessity of change and recommend necessary revision to the Project Manager. The Senior Quantity/Cost Engineer (Package I-2) will: (i) review all quantity taking reports prepared by the Engineer and report the PM any substantial differences; (ii) check the quantities of shop/working drawings of the Contractor; (iii) attend the quantity measurements at site for joint measurement with the Contractor; (iv) check and verify the billings and back up date, including quantity calculation and inspection slips, for interim statement and recommend the Engineer for approval and certification; (v) check materials on site for billing including delivery slips and balance of the materials subjected to payment; (vi) check and verify the cost and report to the Engineer if there are any substantial differences; (vii) check and verify final quantities submitted by the Contractor for approval of the Engineer; (viii) evaluate price escalations submitted by the Contractor for approval and certification of the Engineer; and (ix) evaluate the quantity and cost claimed by the Contractor and report to the Engineer for appropriate actions. The Senior Safety Engineer/Officer will: (i) check the safety plan and programs submitted by the Contractor and report the Resident Engineer for approval; (ii) provide safety education program for staff, drivers, and workers of the Engineer and the Contractor; (iii) conduct joint safety patrol at least bi-weekly and instruct the Contractor any rectification of improvement. Provide joint patrol reports and submit to the Resident Engineer and the PM; (iv) coordinate with schools, residents and LGUs for taking actions and measures for securing safety of children and residents; and (v) manage the overtime and night working hours of the Engineer’s staff. The Senior Environmental Specialist will: (i) check progress fo the land acquisition and resettlement and report and recommend the PM (the Engineer) for actions to be taken; (ii) coordinate with the LGUs, especially for Barangays, on any grievance or complains raised by LGUs and residents; (III) supervise and inspect actual practice of the EMP by the Contractor; and (iv) prepare the EMP report submitted to the Engineer and the Employer.
