Consulting Services for the Formulation of a Master Plan for the Sustainable Urban Infrastructure Development in Metro Iloilo and Metro Bacolod

PRIMEX fielded six specialists in this project. The Environment Specialist was responsible to: (i) conduct studies on biodiversity and ecology, reforestation management, and watershed protection in areas under consideration; (ii) undertake an assessment of pollution level and its impacts, as well as of environmental policies, institutions, and capacity development; (iii) conducts assessment, analysis, and formulation of plans on environmental management and development, protection, air quality, and water quality control, among others. A Coastal Engineering Expert was tasked to: (i) provide recommendations for mitigating coastal development hazards and providing engineering solutions in the concerned areas; (ii) promote coastal protection and management as well as sustainable development, especially along the coastal areas; and (iii) prepare reports on the coastal engineering component of the studies. A Cost Engineer was responsible for: (i) preparing the quantity and cost estimates for the civil works, operation and maintenance (O&M), and other components of the proposed infrastructure programs, projects, and activities (PPAs) and potential real estate development items impacting sustainability of such PAPs. A Communication and Public Participation Specialist was tasked to: (i) prepare the Communication Plan and public consultation strategies for the studies, including the AVPs; (ii) conduct public consultations with the goal of increasing awareness on the need for the contemplated Master Plans; and (iii) prepare an Information, education and communications (IECs) strategy and other public consultation/marketing and informational services for the study areas. A Fisheries Specialist is responsible for the conduct of analysis, formulation, and identification of PPAs pertaining to fisheries and an Agriculture Specialist conducts analysis, formulation, and identification of PPAs pertaining to agriculture. Collectively, the team is expected to conduct key informant interviews (KIIs) and field group discussions (FGDs) and prepare inputs for the following reports: (i) Inception Report; (ii) Monthly Progress Reports; (iii) Situation Analysis Report (SAR); and (iv) Business Case/Pre-Feasibility Studies.
