Detailed Engineering Design Phase 2 (DED2) and Tender Packages Advanced Work Concerning Kbal Hong Irrigation Scheme in Pursat Province and Kanghot Irrigation Scheme in Battambang Province Plus Two Flood Mitigation Subprojects (Svay At in Pursat and Ou Sralau in Battambang)

PRIMEX, as lead firm, provides comprehensive project management and technical assistance to the MOWRAM and the Provincial Departments of Water Resources and Meteorology (PDWRAMs) of Kampong Thom and Battambang. This support was critical for enhancing project preparedness and developing a set of bankable works packages under the IWRMP. PRIMEX fielded a team of International and National Experts whose actual services included, but were not limited to, the following core functions: (i) Team Leader/Water Resources Specialist (International), provides overall responsibility for project supports, including coordinating financial management, monitoring design progress, coordinating with stakeholders (ADB, MME, MAFF, MEF, MoE), advising the PMU Project Director, and providing guidance to the team to ensure quality of works; (ii) Irrigation and Hydraulic Structure Design Engineers (International and National), leads the preparation of the DED for new and modernized facilities, including finalizing canal and drain layouts, performing hydraulic and structural design (e.g., for syphons, cross regulators), assessing existing structures’ durability, and leading the preparation of cost estimates and Bills of Quantity (BOQ); (iii) Hydro-Mechanical and Electrical Engineer (International), develops detailed designs for all gates and regulated structures and associated power/control systems; (iv) Mechanical/Pump Engineer (International), develops detailed designs for the pump station of the Kbal Hong subproject and provided necessary technical inputs for the bidding documents related to pump supply and installation; (v) Fishery Specialist (International), prepares detailed designs, cost estimates, and bidding documents for the fish-ways in the project area, based on extensive consultation with MOWRAM, MAFF, and local fisher-folk communities; (vi) Procurement/Contract Management Specialists (International), provides assistance to the PMU in preparing bidding documents following ADB standards, advertising bids, preparing Requests for Proposal (RFP) for the External Monitoring Agency (EMA), and ensuring contract administration readiness; (vii) Hydrologist (International and National), conducts detailed hydrological and hydraulic modeling for the Kanghot river and the Svay At/Ou Sralau flood mitigation subprojects. This included calculating design flows, updating reservoir operation rules, and providing critical data inputs for the DED process; (viii) Environmental Specialist (International and National), prepares and reviews environmental safeguards documents for the project, ensuring that the DED and subsequent construction plans for Output 2 and 3 civil works fully complied with ADB’s Safeguard Policy Statement (SPS, 2009) and national regulations; (ix) Cost Engineer (International and National), developed the detailed and final Engineering Cost Estimates and BOQ for all civil works packages; (x) Social Safeguards/ Resettlement Specialists (International and Multiple National), led social impact screening, verified involuntary land acquisition impacts, supported the Government Department of Resettlement (GDR) in preparing DRPs/DDRs for sections with no impacts, developed the Community Participation Plan (CPP), and trained enumerators for data collection; (xi) Capacity Building Specialists (National), developed training programs and modules, including for financial management, procurement, contract administration, and safeguard management, to build capacity among the counterpart staff at MOWRAM and PDWRAMs. This directly supported the institutional requirements for the FWUCs; and (xii) Gender Specialist (National), ensured the integration of gender considerations into project planning and implementation, particularly in developing and operating gender-responsive community flood preparedness plans and in the formation and strengthening of FWUCs.
