PRIMEX has the principal responsibility in the implementation and operationalization of the evaluation study in Philippines through deployment of competent manpower across various geographies, assisting in seeking local ethics committee approvals in terms of identification of the ethics committee (EC) and contributing necessary paperwork as local research agency, liasing with UNICEF Philippines office for necessary approvals and smooth implementation of the field data collection process, pretesting of research tools and sharing constructive feedback for finalisation, collecting secondary data from various sources, organise local translation of tools, plan and anchor training of field team, training and deployment of trained Manpower, share the outputs from primary data collection in prescribed formats, plan-organize-conduct-lead the in-country workshops.
Specifically, PRIMEX fielded the Health Systems Specialist/Local Team Lead, who was responsible for operationalizing the research. Collaborated with NEERMAN and University of California at San Franciso (UCSF) in all deliverables and client management in terms of conducting discovery phase interviews and literature review in order to developed evaluation framework, design, and protocol including tools and sampling strategy, contributed in developing field implementation plan and workplan for the field work and workshops, writing parts of the reports and provided feedback/suggestions on the interim and final deliverables, clarified and defended UNICEF’s questions on field work, data quality, etc., participated in client meetings and internal project management and review meetings as needed. PRIMEX was also fielding the Moderators and Note Takers who assisted the Health Systems Specialist/Local Team Lead in the conduct of the fieldwork, such as key informant interviews (KIIs)/in-depth interviews (IDIs) and focus group discussions (FGDs).
