PRIMEX is providing the services of two international specialists and one national specialist. The International Monitoring and Evaluation (M&E) Specialist is tasked to complete all the elements of the proposals related to putting in place a strong system for M&E based on GCF guidelines as given in their programming manual. In the process, the M&E Specialist is guided by GCF guidelines for proposal development with its main task to elaborate the relevant sections for M&E such as the Theory of Change (TOC), the Integrated Results Management Framework (IRMF), complete all the sections related to performance monitoring and prepare the M&E Plan, management information system (MIS) and knowledge management (KM) plan for the GCF’s Full Funding Proposal. The International Climate Smart Agriculture Specialist is mainly responsible for completing the following sections of the Full Funding Proposal: (i) B.1: Project activities complementing other climate finance funding; (ii) B.3: Project/programme description for the proposed areas of investment under component 1 including all its sub-components, (iii) B.4: Implementation arrangements for the proposed areas of investment; (iv) B.5: Short justification of the rationale for GCF funding for the interventions from the climate change and risks perspective, constraints to government of lack of incentives for the private sector to invest in the suggested intervention; (v) B.6: An outline of the Exit strategy for the proposed intervention; (vi) C.2: Budget for the component and sub-component proposed activities and outputs; (vii) D.1: Impact potential; (viii) D.2: Paradigm shift potential; (ix) D.3: Sustainable development; (x) D.4: Needs of recipient; (xi) D.6: Efficiency and effectiveness; (xii) E.2: GCF impact level; (xiii) E.4: GCF outcome level; (xiv) E.5: Project/program specific indicators (project outcomes and outputs); (xv) E.6: Complete the identification of all activities and sub-activities; (xvi) Identification of the direct and indirect beneficiaries of the proposed interventions by gender at Mid-term and End-term; (xvii) E.7: Identification of the monitoring, reporting and evaluation arrangements for the proposed interventions; and (xviii) F: Identification of any risks and mitigation measures for the proposed area of investment, and the associated Annexes based on the GCF’s programming manual and ensure that all deliverables are provided based on agreed timelines and address all comments received during the process of proposal review and approval. The National Economist supports the International Economist in the economic and financial evaluation of the sub-projects under CAISAR.
