PRIMEX provided the services of the Research Coordinator cum Group 2 Coordinator, Group 1 and 3 Coordinator, Fiscal Decentralization, and BUB Specialist. The Research Coordinator was responsible for: (i) providing overall leadership in the planning and implementation of the Process Evaluation (PE) in the 12 selected municipalities in two regions; (ii) the management and administration of the PE, including the identification and hiring of facilitators and documentors; (iii) leading the preparation of the detailed work plan and ensuring key activities provided in the TOR are followed as scheduled; (iv) leading in the (a) development of the PE framework and data collection methodology, including the design of research tools/instruments; (b) preparation of the Field Manual; (c) training of field facilitators and documentors; and (d) analysis of data collected; (v) ensuring high quality of data and their collection in a timely fashion; (vi) conducting spot checks as part of the quality assurance process; (vii) liaison with Department of Social Welfare and Development (DSWD) and WB in the implementation of the PE; and (viii) preparing the required research reports in close consultation with the other key experts. The Group Coordinators were tasked to: (i) screen and select the facilitators and documentors to be assigned to their respective assigned regions, and endorse them to PRIMEX for hiring; (ii) oversee and monitor the collection of data by the field teams assigned to the respective groups; (iii) contribute to the preparation of the detailed work plan and ensure that the key activities in the timeline provided in the terms of reference (TOR) are followed as scheduled; (iv) work with the Research Coordinator in the development of PE framework and data collection methodology, including the design of research tools/instruments and the preparation of the Field Manual; (v) assist in the training of field facilitators and documentors; (vi) ensure the timely implementation of field activities and the delivery of quality outputs; and (vii) work with the field teams in the compilation, consolidation, and analysis of data collected, and the preparation of the required reports for submission to the Research Coordinator. The Fiscal Decentralization/Bottom-Up Budgeting (BUB) Specialist: (i) provided technical inputs in the design of the recall activities for the PE in Group 3 areas where NCDDP and BUB-funded projects were both implemented; (ii) reviewed how DSWD implemented its own BUB-funded projects in areas also covered by NCDDP; (iii) with the Group 3 Coordinator, identified operational modifications in NCDDP/BUB implementation and suggest future improvements; and (iv) prepared reports for submission to the Research Coordinator.
