PRIMEX is providing International and National Specialists to deliver the comprehensive Feasibility Study and Preliminary Design for the UBCPRD, Phase II, covering all technical, economic, social, and environmental components. The International Sr. Senior Environmental Specialist leads all environmental aspects, ensuring the project adheres to Philippine laws and the ADB’s Safeguard Policy Statement (SPS). Duties include preparing key safeguard documents (Environmental Impact Statement/ Initial Environmental Examination [EIS/IEE], Environmental Management Plan [EMP], environmental checklists), conducting baseline surveys, establishing the environmental Grievance Redress Mechanism (GRM), and recommending specific mitigation and conservation measures.The International Sr. Resettlement Specialist will lead, coordinate, and supervise the preparation of the Resettlement and Indigenous Peoples Plan (RIPP)/Resettlement Plan (RP) in accordance with the project’s Resettlement and Indigenous Peoples Framework (RIPF). The duty also includes coordination of the inclusion of all recommended mitigation measures and entitlements into the road design and formulate measures to ensure proper and humane relocation and resettlement of Project Affected Persons (PAPs). The International Sr. Social Development/Gender Specialist leads the social and gender aspects, overseeing the evaluation and analysis of Project Affected Persons (PAPs). Key duties include consulting with PAPs on compensation, studying livelihood restoration for displaced people, establishing the social Grievance Redress Mechanism (GRM), and ensuring strict compliance with DPWH and ADB gender guidelines. The National Sr. Construction Planner/Quantity/Cost Engineer will survey and investigate the present condition of materials supply and construction logistics, analyze construction progress rates, prepare construction methods and sequences, survey and investigate market conditions for prices and wages, assist in preparing technical specifications, establish anticipated pay items, and prepare cost estimates. The National Road/Pavement Engineer will conduct a comprehensive study and evaluation of the existing pavement structure to recommend appropriate, technically, and economically justified improvement/upgrading. The National Bridge/Structural Engineer will investigate existing bridge conditions, collect and evaluate data for bridge design, and assist concerned engineers with design requirements. The National Geotechnical Engineer collects and evaluates critical subsurface and material data, performs required soil investigations on road and bridge sites, and determines the suitability of local construction materials for design. The National Geodetic Engineer is responsible for the collection and evaluation of topographical data, implementation and control of surveys, and preparation of geodetic survey reports and drawings. The National Geologist covers geological investigation. The National Environmental Specialist, National Resettlement Specialist and National Social Development/Gender Specialist all support the work of their respective international Senior Specialists, ensuring compliance with ADB and government safeguards policies and facilitating community engagement.
