PRIMEX provided the services of the TA Consultant Team (TCT) to prepare the design of Outputs 1 and 3 of the proposed BAHP. The international consultants were: (i) Team Leader/Health Human Resources (HHR) Specialist; (ii) Co-Team Leader (CTL)/Health Systems Specialist; (iii) Health Infrastructure Specialist; (iv) Gender and Social Development Specialist; (v) Environment Specialist; (vi) Resettlement Specialist; and (vii) Procurement and Medical Equipment Specialist. The national consultant were: (i) Health Infrastructure Specialist; (ii) Gender and Social Development Specialist; and (iii) Environment and Social Safeguards Specialist.
Phase 1 consisted of three stages: (i) Stage 1 focusing on data gathering and stakeholder consultations; (ii) Stage 2 focusing on border area health situation analysis, health human resources (HHR) assessment, social safeguards due diligence, poverty, social, and gender assessment, and preparation of the Situation Analysis Report; and (iii) Stage 3 focusing on the updating of the project design and monitoring framework (DMF), design of project outputs and project implementation arrangements, preparation of cost estimates and economic and financial analyses (EFA), formulation of environmental and social safeguards, and preparation of Interim Report (ITR). Phase 2 was Project Fact-Finding, where all the TCT members would participate in the Mission, either in person or online. The TL and the CTL would assist the ADB Project Officer/Mission Leader in preparing the Memorandum of Understanding (MOU), based on the Executive Summary of the DITR. The Mission MOU would be signed by the Minister of Health or his authorized representative and the ADB Mission Leader at the end of the Mission. Phase 3 was Internal Project Processing by ADB. After the fact-finding mission (FFM), the TL and the CTL would assist the ADB Project Officer in preparing the draft RRP and linked documents based on the Consultant’s FITR. The draft RRP would then be presented for discussion at a Staff Review Meeting (SRM) and subsequently circulated for interdepartmental comments.
