TA-10009 PHI: Accelerating Climate Resilience in Agriculture, Natural Resources, and the Environment – 3 TA on Biodiversity (55268-002)

PRIMEX provided national consultants to support the government in moving forward on the climate resilience reform agenda of the CCAP, covering agriculture, natural resources, and the environment. It supported the preparation and achievement of the relevant policy and institutional objectives of the ensuing Subprogram 2, as well as the implementation of climate resilience policy actions and institutional reforms required to achieve the relevant overall outcomes of the program.
The National Resource Economist worked with the International Resource Economist on the following: (i) conducting an initial desk-based analysis of the Protected Area Management Plans (PAMPs) to identify their comprehensiveness and applicability and to outline gaps that needed to be addressed through the forthcoming stages of the project; (ii) supporting the preparation of the long list of PAMPs; (iii) undertaking ground-truthing missions to the selected protected areas (PAs) to validate the findings of the desk-based analysis, with accompaniment from the environmental engineer and national impact modeler; (iv) conducting a provisional analysis of gaps in the identified PAMPs and seeking the input of the environmental engineers and impact modelers to advise on the equipment or infrastructure approaches proposed and the extent to which climate change risks had been incorporated; (v) identifying capacity gaps, developing training materials, and undertaking training or other capacity-building activities based on identified needs relevant to their technical areas; (vi) incorporating climate-proofing measures into the six PAMPs; and (vii) supporting the drafting of the legal documents.
He also supported the institutional knowledge component during stakeholder engagement activities by: (i) supporting the Team Leader during the inception phase through (a) identifying stakeholders and their contact details and facilitating introductions, and (b) attending initial meetings with the Department of Environment and Natural Resources (DENR), Biodiversity Management Bureau (BMB), and other stakeholder meetings as time permitted; (ii) providing support on assessing the capacity needs and issues of DENR/BMB and identifying the most appropriate approaches; (iii) undertaking a short review of institutional components in the interim and final reports; and (iv) providing additional support as needed.
The Capacity Building Expert led the following activities: (i) developing a capacity-building gap analysis and plan; (ii) supporting the development of capacity-building materials and activities, including manuals or guidance documents, and organizing and facilitating capacity-building training and workshop activities; and (iii) reporting on the completed project capacity-building activities for the Final Report, including highlighting remaining gaps and training needs, lessons learned, and recommendations.
The Legal Expert: (i) prepared relevant organic agriculture (OA)-related policies and ordinances for National Government Agencies (NGAs) and Local Government Units (LGUs) under the direction of the National OA Program (NOAP); (ii) worked to improve the implementing rules and regulations of the Republic Act (RA) on OA, particularly in strengthening the working relationship between the Department of Agriculture (DA) and LGUs in expanding OA hubs; and (iii) prepared appropriate legal and administrative issuances for scaling up the Participatory Guarantee System (PGS) for OA.
