PRIMEX is providing national consultants to support DENR-PPS in carrying out the activities under Policy Action 3.7, which are aimed at scaling up ecosystem resilience by enhancing regulations, institutional responsibilities, and capacities for payment for ecosystem services (PES) in the forestry sector and piloting PES in a climate-vulnerable ecosystem. It will also work with DENR-FMB in implementing the activities under Policy Action 3.8, which are intended to enhance sustainable forest management (SFM) by providing an enabling environment for investments in forestry and forest-based products and services. The Team Coordinator for Climate Change Resilient Ecosystems will providing leadership, coordination, communication and collaboration, liaison, feedback, and reporting. The PES Specialist will assess current PES practices in the Philippines, analyze resource mobilization from PES mechanisms, develop a monitoring and evaluation system, prepare and implement stakeholder consultations for the draft PES framework and policy, and prepare a capacity building and communication plan. The Nature-based Tourism Specialist will review international practices, assess PES for tourism in the Philippines, assess national strategies and institutional arrangements, identify business constraints, conduct feasibility study and cost benefit analysis, define agency roles and responsibilities, address constraints in current PES systems, and underake consultations and pilot scheme. The Legal Environment Specialist will be mainly responsible for drafting the PES regulatory framework and DAO under Policy Action 3.7. The Economist will review the Industrial Forest Management Agreements (IFMAs) that govern the implementation of private industrial tree plantations under Policy Action 3.8. The Socio-economist will develop socio-economic research model, data review and integration, research design and data collection, assess vulnerability of forest-dependent communities, climate hazards and governance, stakeholder engagement, and capacity building. The Forester/Watershed Specialist will assess forest vulnerability, data review, climate impact analysis, ecosystem services analysis, research and data collection, identify priority investment areas (PIAs), stakeholder engagement, and capacity building.The Forestry Investment Specialist will identify investment opportunities, provide leadership, analyse fiscal and regulatory measures, coordinae climate risk assessments, policy recommendations, develop action plan, and design a training plan. The GIS/MIS Specialist will conduct GIS mapping, collaborative mapping, technology development, user-friendly platforms, IT support, and capacity building. The Environmental Data Analyst will work on data compilation and verification, statistical analysis, data visualization, data storage, report preparation, and capacity building support. The Economist, will conduct market and sector analysis, feasibility studies, financial and risk assessment, investment and asset analysis, and propose recommentations. The Institutions Specialist will conduct a rapid review and assessment of the current institutional framework for PES and under Policy Action 3.7 and will also carry out governance analysis of the selected forest product VCs under Policy Action 3.8. The Senior MIS Specialist will work with the GIS/MIS Specialist in designing the digital platform for accessing the forest vulnerability maps and data in addition to his main tasks in the upgrading of the Forest Investment Portal of DENR. The Data Analyst will be responsible for data coordination, data management, data processing, collaboration and support, documentation, operation, security and compliance, training and support materials, and post-deployment. The KM and Communication Specialist will prepare knowledge products and a CommPlan for PES, CRVA, VCA, and the FIP (TAGPUAN). The Capacity Building/Training Specialist will work with the technical specialists in designing and conducting TOT courses on PES, CRVA, VCA, and forest investment project preparation for core trainors from DENR CO.
