PRIMEX extends professional advice and assistance to public and private sector clients in all aspects of the Project Cycle–from project identification, conceptualization, and preparation to detailed engineering design, construction supervision and project management, and project evaluation and impact assessment.
Our services include the following:
Project Management
PRIMEX has supported ADB and government agencies in managing projects in sectors such as agriculture, rural development, and water resources. Our services include planning, coordination, M&E, procurement, financial management, reporting, and technical advisory. Over the past decade, PRIMEX has served as Lead Firm or JV Partner in several loan and grant implementation contracts in the Philippines and abroad.
Project Preparation
PRIMEX has extensive experience in preparing development projects proposed by ADB developing member countries for loan or grant financing. Over the past 36 years, we have led or participated in ADB transaction technical assistance (TRTA) projects across sectors, including health and social services. Our teams assist in project design, due diligence (technical, economic, financial, governance), environmental and social safeguards (gender, resettlement, indigenous peoples), and loan documentation. PRIMEX also has decades of experience preparing feasibility studies, business cases, and sustainable master plans.
Preparation of Detailed Engineering Designs and Construction Supervision
PRIMEX has participated in the detailed design and construction supervision of various infrastructure projects financed by multilateral and bilateral agencies across the Asia-Pacific region. Our main role has been monitoring environmental and social safeguards, with additional support from design engineers, construction supervisors, and technical staff (e.g., quantity and cost estimators, CADD operators, site engineers). PRIMEX has also served as an Independent Consultant to ensure that design and construction meet professional standards and technical specifications.
Monitoring and Evaluation
PRIMEX has extensive experience in monitoring and evaluation using participatory rural appraisal (PRA) techniques, including rapid social assessments, household surveys, multisectoral consultations, key informant interviews, and focus group discussions at local, regional, and national levels. The Company has designed and implemented computerized M&E systems for government and donor-funded projects in the Philippines and abroad, and conducted baseline, midterm, and endline surveys, as well as impact evaluations to assess project outcomes.
Training and Capacity Building
PRIMEX has implemented a number of ADB capacity development technical assistance (CDTA) projects specifically intended to build the capacity of concerned government institutions or project beneficiaries through the conduct of various training programs and the organization of training workshops, seminars, and study tours.
Knowledge Management
PRIMEX’s knowledge management experience includes: (i) developing knowledge products and solutions; (ii) organizing knowledge-sharing events; and (iii) strengthening stakeholders’ capacity to manage knowledge. The Company is skilled in capturing explicit and tacit knowledge and converting these into materials that enhance learning and decision-making. Over the past decade, PRIMEX has produced a wide range of technical and popularized products—such as reports, manuals, handbooks, studies, and educational materials for social media and community outreach. Many of these remain in use and are available through online repositories of funding agencies.
Organization of International and Regional Workshops and Conferences
PRIMEX has strong experience in organizing workshops and conferences at the local, national, and international levels. With participatory and consultative approaches central to our work, most projects include multi-stakeholder workshops at key stages, and many ADB RETAs combine national and regional events. For TA 6305-REG on strengthening epidemiological surveillance in Indonesia, Malaysia, and the Philippines, PRIMEX organized an International Conference on EIDs, along with regional and national workshops in each country. We also prepared all related workshop and conference reports for dissemination to government agencies, development partners, and stakeholders.
