PRIMEX is providing International and National Specialists to assist in conducting feasibility studies (FS) and detailed engineering designs (DED) for the improvement of approximately 300 km of national highways in Mindanao, to be improved under other projects. PRIMEX is fielding a team of engineers and safeguard specialists who will carry out a FS and DED for 9 subprojects. The FS will cover engineering, economic, social impact, and safeguards activities. The engineering study will include geological, topographical, and hydrological surveys; preliminary pavement design; detailed cost estimates; and implementation plan. The design will incorporate features to strengthen resilience to climate change. The economic work will include traffic surveys and an assessment of the economic feasibility of the project. The financial work will include a financial management assessment of the executing agency and analysis of the financial sustainability of the project. The social tasks will cover poverty, social, and gender analysis; analysis of and recommendations for maximizing the project’s contribution to inclusive growth; and preparation of a social/gender action plan, stakeholder communication strategy, consultation and disclosure plan, and community engagement plans. The PRIMEX team will be providing inputs to the project’s DED, which includes oversight in the conduct of various engineering surveys and review of technical specifications, cost estimates, bidding documents and a standard bridge operation and maintenance (O&M) manual in accordance with the engineering standards and the requirements of DPWH. PRIMEX will also be engaging both international and national environment and social safeguards team which will draft the initial environmental evaluation (IEE), environmental monitoring plan (EMP), and resettlement plans (RP) of the subprojects.
