PRIMEX is fielding three international consultants (Environment Specialist, Resettlement Specialist, and Gender and Social Specialist) and a national Geologist/Seismic Specialist. The Geologist/Seismic Specialist will provide technical inputs during the conduct of feasibility studies (F/S) and detailed design (DD) of subproject facilities. The three international safeguards specialists will lead the conduct of environmental and social (including gender) impact assessment of the subprojects and prepare the appropriate safeguards to mitigate the adverse effects of the subprojects. The social assessment will cover poverty, social, and gender analysis; analysis of and recommendations for maximizing the project’s contribution to inclusive growth; and preparation of a social/gender action plan (GAP), stakeholder communication strategy, consultation and disclosure plan, and community engagement plans. The safeguards activities will include the assessment of impacts on environment, involuntary resettlement (IR), and indigenous peoples (IP), the preparation of initial environmental examination (IEE) reports, including environmental management plans (EMPs), and resettlement and ethnic minority development plans (REMDP), as well as capacity building of government staff. The environment specialist will ensure the inclusion of environment safeguard provisions in the bidding documents and terms of reference of the civil works contractors, monitor the contractors’ compliance with the environmental safeguards provisions of their contracts, and produce the required semi-annual environmental and social monitoring reports for DPWH to submit to ADB as part of their progress reports.
