PRIMEX’s International Gender and Community Development Specialist was responsible for the following tasks: (i) overall responsibility for community, gender, and land issues, as well as social safeguards; (ii) development of Consultation and Communications Plan (CCP) through the Project Management Unit (PMU) to PAN; (iii) conduct of community consultations (including interviews) with special consideration towards gender issues and concerns; (iv) ensuring that all leases are in place and no objection is issued by ADB prior to commencement of any physical works; (v) establishment of a project grievance redress mechanism (GRM) and grievance redress committee and implementation and monitoring of the GRM; (vi) development of a gender action plan (GAP) and assisting with its implementation; (vii) review of contractors’ plans (i.e., gender activities, health and safety program, etc.) and, when necessary, providing feedback and recommendations to improve the application of plans; (viii) provision of general assistance to PMU regarding implementation of land, gender and community, and social safeguard measures including monitoring and reporting; (ix) provision of inputs into project deliverables and reports, such as the Due Diligence Report (DDR), Memorandum of Agreement (MOA), Land Acquisition and Resettlement Plan (LARP) (if necessary), Semi-Annual Safeguard Monitoring Reports (SASMRs), etc.; and (x) provision of training and capacity building to national counterparts (i.e. PMU, PAN, etc.) via relevant seminars and workshops.
