Development of A Strategic Communication Plan for the Longtitudinal Cohort Study on the 10 Year Old Girl and Boy Child

PRIMEX fielded a Strategic Communication Consultant/Team Leader, Knowledge Management Specialist, and Media Consultant who developed a strategic communication plan designed to promote the Cohort Study and its results until 2030. This was done in consultation with the implementing partner, the Chairperson and members of the National Steering Committee, UNFPA Philippines staff and stakeholders. The firm developed a comprehensive work plan for the entire duration of the Cohort Study including: activities, expected outputs, performance indicators, resources, timeline, and means for monitoring and evaluating the progress and success of the plan. The Strategic Communication Plan was developed using a participatory process and in close consultation with the UNFPA and National Economic and Development Authority (NEDA). The Consultant Team started with a literature review including national planning documents and selected NSC members, among others. The team conducted key informant interviews (KII) conducted with eight NSC members, namely the Council for the Welfare of Children (CWC), Department of Education (DepEd), Department of Health (DOH), Department of Social Welfare and Development (DSWD), NEDA Philippine Commission on Women, University of San Carlos, and National Youth Commission (NYC). PRIMEX also organized a focus group discussion (FGD) with ten children aged 9 to 12-years old from Pateros City on 2 May 2019 to elicit responses which will inform messages for branding the communication campaign. The team leader The Team Leader also attended the 2019 Philippine Population Association Annual Scientific Conference and the NSC meeting on 25 April 2019 to update the members on the progress and clarify questions and concerns related to the plan’s preparation. The results from the activities from January to May were used as the basis for the Draft Strategic Communication Plan.
