PRIMEX fielded a Head Engineer/Team Leader, a Deputy Team Leader, eight Field Engineers, a Lead Economist, and two Senior Economists, and a Statistician to undertake a technical audit and economic analysis of a specific set of completed subprojects under the three KC modalities. PRIMEX also engaged survey supervisors and enumerators to conduct HHSs, and facilitators and documenters, who were responsible for conducting the FGDs and KIIs to be held with identified stakeholder representatives.

The technical audit focused on the following: (i) technical quality of the completed infrastructure including rural roads and potable water supply systems; (ii) compliance with environmental and social safeguards and Environmental Codes of Practice; (iii) quality of technical assistance provided, from the National Program Management Office (NPMO) down to the community members; (iv) status and feasibility of operation and maintenance (O&M) arrangements; and (v) other areas of technical quality that the consultants may identify. On the other hand, the economic analysis evaluated how the SPs were performing in terms of the gains and benefits to the community beneficiaries. It focused on the following: (i) economic rate of return (EIRR); (ii) access and/or utility of SPs; (iii) community satisfaction with SPs; (iv) cost-effectiveness; (v) cost-benefit analysis; (vi) sensitivity analysis; and (vii) other areas that the consultants may identify.
