PRIMEX fielded a Public Health/Health System Expert who assisted ADB and the Government of Sri Lanka (GOSL) in the detailed design and documentation of health system investments under the proposed Sri Lanka Health System Enhancement Project. He collaborated closely with the executing agency (EA) (MOHNIM) and implementing agencies (Ministry of Provincial Councils and Local Government [MOPCLG], selected provincial health departments), and coordinated with relevant development partners (e.g., World Bank, JICA, WHO, WFP, Global Fund) to: (i) assist in overall technical due diligence and prepare necessary inputs for loan/grant documents; (ii) facilitate structuring of PHC improvement investments (covering both curative and preventive) to be supported under the project; (iii) review and analyze data in selected provinces (e.g., GIS, SARA, MOH primary care facility gap assessments) to identify health facilities and requirements for PHC strengthening (with a focus on NCD service delivery and estate health); and (iv) review key health security gaps (mainly based on the IHR Joint External Evaluation findings) and identify investments to bridge key gaps (with a focus on working with IHR co-focals to strengthen e-disease surveillance and surveillance at points of entry).
