Davao Public Transport Modernization Project (DPTMP) – Contract Package 09: General Consultant – Traffic Impact Assessment (TIA)

PRIMEX provides services to manage and execute the TIA for the DPTMP. The team conducts baseline traffic data collection at 39 priority intersections, including surveys, origin-destination interviews, travel time and delay studies, and traffic signal timing surveys. A citywide macroscopic simulation model will be developed and calibrated in EMME, while microsimulation using VISSIM will be used to analyze localized traffic operations, congestion hotspots, and intersection performance. Scenario analyses compare baseline, partial, and full project implementation, as well as future horizons, producing outputs such as congestion maps, corridor performance charts, and Level of Service evaluations. The team will also formulate mitigation measures, including infrastructure improvements, traffic management strategies, and public transport optimization. To ensure sustainability, knowledge transfer workshops will be conducted, and editable models, manuals, and dashboards will be turned over to the DOTr and local government units (LGUs), strengthening institutional capacity for ongoing traffic planning and decision-making.
