The Health Expert was engaged by ADB through PRIMEX. The expert worked with the Social Sector Division in the Central and West Asia Department and the Kyrgyz Republic Resident Mission to define the proposed project’s scope, and also provided guidance on potential interventions and participate in consultations with the Ministry of Health and other stakeholders. The consultant also supported the implementation of the existing COVID-19 project by participating in missions and discussions with stakeholders and providing inputs and recommendations as needed.
The Health Expert undertook the following tasks under the supervision of the designated ADB staff: (i) collect data on health indicators and health systems performance; (ii) report on health sector assessment (including review of relevant reform history), identifying top priorities for strengthening the health system and detailed review of the Human Resources for Health (HRH) programs and medical education system with emphasis on lab capacity and surveillance and monitoring of infectious diseases to identify potential areas for ADB support; (iii) suggest possible solutions to problems, based on scientific studies and/or experiences from other countries; (iv) assist in preparation of documents required for the processing of the transactional technical assistance (TRTA) and ensuing project; (iv) assist with administration of existing COVID-19 emergency project by participating in missions and providing technical inputs; and (v) any other relevant tasks required by ADB within the context of designing the regional health security project and implementing the existing emergency project.
