PRIMEX mobilized a Public Health Specialist, who led the design and preparation of the emergency response program for Kyrgyz Republic with support from ADB. He led discussions with stakeholders at the Ministry of Health (MOH), Ministry of Finance (MOF), and other development partners, such as the World Health Organization (WHO) and World Bank (WB). The Specialist’s main responsibilities were to: (i) support the government and partner organizations to conduct rapid health security and health system impact assessments on the potential effects of COVID-19l; (ii) assist in monitoring government’s response to COVID-19 and identify requirements for ADB support; (iii) lead the preparation of documents required for the processing of the emergency assistance program, including the Report and Recommendation of the President (RRP), Project Administration Manual (PAM), Summary Assessment of Damage and Need (SADN), and other linked documents; (iv) manage and supervise the work of other consultants engaged to assist with project preparation; and (v) undertake any other relevant tasks required by the ADB and the ADB Kyrgyz Republic Resident Mission within the context of COVID-19 and communicable disease emergency preparedness and response strategy.
