Support for Human and Social Development in Southeast Asia (TA 9723- REG) – Preparing the Lao: Improving the Quality of Health Care Project

PRIMEX fielded eight international consultants composed of a Health Human Resources Specialist/Team Leader, a Health Economist, a Gender Specialist, a Financial Management Specialist, a Procurement Specialist, an Architect/Health Facility Management Specialist, an Environmental Safeguards Specialist, a Social Safeguard Specialist; and four national consultants: a Procurement Specialist, a Financial Management Specialist, a Gender and Social Development Specialist, and an Environment and Social Safeguards Specialist. The main tasks of the consultant team included the following: (i) conduct of sector and subsector analysis; (ii) development of a strategic roadmap for quality health care (QHC) improvement in Lao PDR based on existing policies, regulations, and development; (iii) prioritization and identification of project components for the ensuing loan project and development of a detailed investment plan; (iv) evaluating the feasibility of the proposed investments for priority infrastructure construction and improvements; (v) preparation of institutional capacity strengthening and public awareness programs; (vi) collection of sex-disaggregated data, conduct of a gender analysis, and development of a gender action plan (GAP) and other gender-related due diligence documents (as outlined in the TORs); (vii) conduct of environmental, involuntary resettlement (IR), and indigenous peoples (IP) due diligence and development of impact and risk assessment and mitigation plans; (viii) drafting of the Report and Recommendation of the President (RRP), linked documents (LDs) including the Project Administration Manual (PAM), and supplementary documents; and (ix) participation in ADB missions (inception and loan fact-finding); (x) revision and finalization of the draft RRP for discussion at the Staff Review Meeting (SRM); and (xi) preparation of inception, midterm, draft final, and final reports.
