Consultancy Services for the Formulation of a Master Plan for the Sustainable Urban Infrastructure Development in Metro Ormoc

PRIMEX fielded six specialists as part of the consultant team for this project: The Deputy Team Leader/Land Use Planner was tasked to: (i) provide assistance to the Team Leader in the overall supervision of the various assessment study activities; (ii) in the absence of the Team Leader, assume full responsibility, including leadership of the consulting team; (iii) identify and delineate areas or zones that need special protection (e.g., surface and groundwater supply sources and catchments, landslide-prone and flood-prone areas, settlements, industrial areas, among others); (iv) assess the compliance of development plans and strategies with applicable land use codes, standards, and policies; and (v) prepare the report on the land use component of the study. The Institutional Development Specialist/Governance Expert/Policy Expert was responsible for: (i) assessment of the current public policies within the urban center, including long-term government commitments, relevant legislative and regulatory frameworks; (ii) conduct of demographic profile trends within the study area, including labor force and poverty incidence; and (iii) assessment of the institutional/governance/policy component of the study, national and local development governance structures, including the organizational issues within the area. The Transport Specialist was tasked to: (i) prepare the reports on transport component of the study; (ii) formulate road network and transportation plan, which includes new and upgraded roads and intersections, bicycle lanes, pedestrian networks, on- and off-street parking facilities, a public transport system (e.g., bus routes, taxi stands, pullovers) and other related facilities; and (iii) conduct road traffic impact assessment of the areas concerns to determine patterns of the volume of traffics and congestions. The Geotechnical Engineer/Geologist rendered to: (i) conduct the required geotechnical mapping and tests, the specific details on frequency, location, methodology, etc., of the said activities, which forms part of the consultant’s work plan, and which is subject to consultation with the implementing agencies. (ii) collate and studies the existing available soil and land use resource data; (iii) conduct/supervise sub-surface geological investigations, geophysical surveys, slope stability analyses and seismic analyses; (iv) assist the land use planner in the preparation of detailed soil and land classification survey using topographic maps and satellite imagery printouts and validate locations of sinkholes and areas vulnerable to landslides, earthquakes, and similar hazards; (v) conduct surface geological mapping at scale of 1:10,000; and (vi) provide recommendations on the safety and stability of the slopes, etc. The Tourism and Recreation Expert was tasked to: (i) conduct analysis, formulation, and identification of PAPs that will promote export production through primary industry development and tourism; and (ii) prepare the report on the tourism and recreation components of the study, including on culture and heritage. The GIS and Database Specialist was tasked to: (i) provide technical support on GIS applications, datasets, maps, and database; and (ii) prepare the report on the GIS and database components of the study. The Communication and Public Participation Specialist was responsible for: (i) conduct of public consultations on increasing awareness on the need for the contemplated Study; and (ii) preparation of an information, education, and communication (IEC) strategy and other marketing and informational services in the concerned study area.
