Evaluation of Criminal Justice Programs in the Philippines

PRIMEX provided the services of a Local Consultant and a Logistics and Administrative Expert, who worked under the direction of the Dexis Project Management Unit (PMU) and in coordination with the Team Leader and Mid-level consultant. The Local Consultant critically assessed, monitored, and evaluated the programs, as well as provided technical direction for all activities while supporting the Team Leader. More specifically, was tasked to: (i) participate in the regular check-in meetings with the evaluation team and Dexis PMU; (ii) during fieldwork and data collection, attend all interviews and focus groups, and take notes, as necessary; (iii) participate in the translation and development of the survey instruments and all other relevant data collection tools; (iv) record, disseminate, and translate all notes gathered from focus group discussions (FGDs), key informant interviews (KIIs), and site visits to the larger evaluation team in a timely manner; (v) contribute to weekly and monthly progress reports to Dexis PMU; and (vi) contribute to the development of the Draft Report and Final Evaluation. The Logistics and Administrative Expert/Translator provided project management and general guidance to the evaluation team on the evaluation of the INL programs in the Philippines. The expert was tasked to: (i) participate in regular check-in meetings with the evaluation team and Dexis PMU; and (ii) during fieldwork and data collection: (a) arrange meetings, FGDs, and KIIs with pertinent stakeholders in coordination with the Dexis PMU; (b) facilitate domestic travel and provide logistical support for site visits; (c) provide logistical support in recording, disseminating, and translating data rendered from interviews, meetings, and FGDs.
