PRIMEX fielded a Health Expert to work with the Social Sector Division, in the Central and West Asia Department and the Georgia Resident Mission on defining the scope of the assessment, provided guidance on international best practices for COVID-19 response, and supported technical guidance and reviewed outputs from national consultants.

The Health Expert undertook the following tasks under the supervision of the designated ADB staff: (i) rapid review policy and strategic documents and assessments developed in the context of the COVID-19 pandemic in Georgia so far; (ii) provide full Terms of Reference (TOR) to carry out a gap analysis and needs assessment on measures and investments needed to effectively curb the COVID-19 pandemic in the country and enhance health systems resilience. The assessment shall amongst other cover needs for effective COVID-19 vaccine operations, but also extend to broader COVID-19 response measures such as contact tracing, infection prevention and control and other quality of care measures, case management, risk communication, logistics, maintaining essential services, and other areas pertaining to national preparedness and response. The measures and potential investments identified shall be linked to building resilient health systems and pandemic and epidemic control in the future. The assessment shall build on and complement existing assessments. It shall be based on international evidence and best practices. The assessment shall ultimately support identification of strategic entry points for a project, esp. a potential project under APVAX; (iii) support review of deliverables prepared by national consultants for quality assurance and provide inputs drawing from international best practices and evidence; (iv) provide information on international best practices, latest evidence and discussions for health sector responses to COVID-19 for potential application in Georgia; and (v) work with other TA consultants currently providing health sector support in Georgia to align assessment work.
