PRIMEX is providing the services of an International Chief Technical Adviser (CTA) to assist the MOH Project Director in the implementation of the project, including the recruitment and management of international and national technical consultants. The CTA will: (i) assist the Project Director in PMU management and organization; (ii) collaborate with the National Project Manager/Deputy Chief Technical Adviser (NPM/DCTA) in activities related to project management and coordination; (iii) establish project operating procedures including planning and budgeting, disbursement, reporting, and financial monitoring; (iv) train and support PMU staff in project administration, procurement, consultant recruitment, financial management, personnel management, and other administrative or management procedures; (v) support the PMU in the training of provinces and MOH technical departments in the planning, budgeting, monitoring, reporting, and financial management of the loan-funded project; (vi) support the PMU in the recruitment and management of international and national consultants; (vii) support, monitor, and coordinate the activities of the loan consultants; (viii) supervise the national accounting firm performing financial control of loan funds; (ix) support the international gender specialist and national gender and safeguards specialist in the design and monitoring of activities financed through the ADF-13 SDG 5 thematic pool grant; (x) monitor and report to the Project Director the compliance of the project with the gender action plan (GAP) and environmental and social safeguards; (xi) monitor the project to ensure that the project is implemented in accordance with the loan agreement and donor requirements; (xii) liaise regularly with the relevant MOH technical departments with technical inputs to support national and provincial project activities; (xiii) together with the PMU team, prepare an annual detailed plan, timetable, and budget for the loan project; (xiv) participate in the development and review of the annual operations plans (AOPs) from the provinces and MOH technical departments engaged in the project to ensure that the work plans have clear objectives and achievable benchmarks, are mainstreamed into provincial and department annual plans, meet the short- and long-term objectives and priorities of the programs, and the budgets are within the financial projections; (xv) plan, monitor, and evaluate activities in accordance with the Monitoring and Evaluation (M&E) framework and design and monitoring (DMF) indicators; (xvi) ensure that appropriate quality control systems are in place and implemented across programs (including the development of indicators and M&E systems); (xvii) assist in the design and implementation of the quality and patient satisfaction surveys required for the evaluation of the project; (xviii) at the request of the Project Director, prepare communication materials and facilitate dialogue to promote technical forums, seminars, and workshops related to the project; (xix) facilitate annual review workshops, meetings, and seminars; (xx) ensure that senior project management receives timely and quality progress reports from the provinces, MOH technical departments, and financial reports from the national financial management firm; (xxi) at the request of the Project Director, undertake consultation meetings with partners (multilateral and bilateral organizations, international and national NGOs) and other stakeholders, as part of the policy development process, and ensure that adequate technical inputs are provided; participate with PMU in consultation meetings with partners and stakeholders to ensure good collaboration and to avoid duplication of project activities; attend, with PMU, regular meetings with all partners to ensure that all partners understand the framework defined for the ADB project approach to the MOH Health Sector Reform (HSR) or quality health care (QHC) agenda and related technical and development policies; (xxii) meet regularly with the Project Director and update him on project activities and inform eventual constraints, difficulties, and delays; (xxiii) participate in regular meetings with the Project Director and PMU team; (xxiv) coordinate with ADB to ensure that adequate and timely technical, logistical, and administrative support is provided to the project; and (xxv) perform other duties as requested by the Project Director.
