Performance Evaluation of Lukautim Graun Program (LGP)

PRIMEX provided the services of an International Biodiversity Natural Resources Management Specialist to help assess the relevance of the LGP objectives and approach consistent with the priorities of USAID’s Climate Change Strategy.The expert will: (i) conduct desk review of all relevant documents and related reports/information provided by USAID and LGP to include award documents issued by USAID to LGP and other technical-related award modifications, LGP progress reports, and MEL Plans; (ii) review and analyze development plans and programs of the Government of PNG and other activities funded by private institutions related to the LGP; (iii) prepare synthesis report on the findings of the secondary data review and participate in conference or briefing calls with the USAID and LGP teams to discuss these findings, particularly: (a) summarizing key accomplishments and weaknesses of LGP against the five evaluation questions, its strategic approaches, key results, targets and within the context of its Theory of Change; (b) identifying data gaps (if any) relevant to addressing the objectives and evaluation questions of the study; and (c) identifying initial thoughts on the data collection methodology. The synthesis will also discuss any key factors, limiting or otherwise, that may affect the implementation of the study which will need to be addressed immediately by USAID and LGP; (iv) facilitate the conduct of primary data collection and provide support in the data collation and analysis, as necessary; (v) develop and submit the following: (a) Evaluation Design and Implementation Plan; (b) Initial Findings Report; (c) Draft Evaluation Report; and (d) Final Evaluation Report; (vii) participate in meetings, briefings and workshops with USAID and other stakeholders; and (viii) provide inputs to Learning Event/s for Evaluation Utilization and assist in the preparation of presentation materials that will be used during the learning events such as slides, briefing paper(s), tables, graphics or charts used in the learning events.
