Project Impact Assessment Study (IAS) of the Participatory Irrigation Development Project (PIDP)

PRIMEX fielded a team of five senior consultants (Team Leader/Economist, Irrigation Engineer, Sociologist, Statistician, and Institutional Development Specialist) to conduct the IAS. The Evaluation Team assessed project performance and impact based on the achievement of key performance indicators (KPIs) of the project development objective (PDO) and the two project components. They analyzed its impact based on the lasting benefits that were generated by the project interventions and how those benefits triggered changes in the broader aspect of irrigation modernization arising from participatory governance, accountability, irrigation water delivery and, most importantly, the welfare of farmer-beneficiaries. The Team conducted a desk review of project documents and reports and gathered primary data through household surveys (HHSs), key informant interviews (KIIs), focus group discussions (FGDs), and rapid assessment of selected NISs. The various data sets permitted triangulation as the main approach to determining impact, which allowed the construction of arguments by plausible association and determined whether the information pointed to the same direction. They prepared inception, midterm, and draft final and final evaluation reports for submission to NIA and World Bank.
