PRIMEX was engaged by ADB to provide technical assistance and project management support to the F2C2 Project Management Office (PMO) and the concerned DA-Regional Field Offices (RFOs) in the pilot implementation of the farm/ fisheries cluster approach in six selected sites in the country. AS TA Provider, the TA Consultant Team (TCT) extends technical support to DA in: (i) community organizing and facilitating the accreditation of organized farm/fishery clusters with DA; (ii) assisting the clustered agri/fishery farms in the formulation of their cluster development plan (CDPs) and/or funding proposals, ensuring the financial and economic viability of their proposed projects; (iii) ensuring that the clustered farms receive the assistance they require from the concerned DA agencies, such as training and extension and facilitating their access to credit, markets, and information, among others; (iv) establishment of linkages with reputable private sector entities operating in the pilot areas for contract growing or guaranteed purchase of farm/fishery outputs; and (v) preparation and dissemination of knowledge products. As Project Manager, the TCT’s main role is the management of TA implementation in close coordination with the concerned DA-RFOs and provincial LGUs (PLGUs). More specifically, the TCT: (i) ensures effective coordination of project activities between and among all concerned agencies and organizations; (ii) managed the TA finance and accounts to meet ADB’s financial management requirements; (iii) handled the procurement of goods and services required for project implementation, subject to prior ADB approval and in conformity with relevant ADB guidelines; (iv) monitors the implementation of project activities; and (v) prepares the required reports for submission to ADB and DA.
The PRIMEX TCT is organized into six sub-teams, one for each project site, each composed of a Farm/Development Manager (FDM), a Deputy Farm/Development Manager (DFDM), and a Community Organizer (CO). The FDM for Sariaya, Quezon serves as Team Leader. In addition to the six FDMs, six DFDMs, and six COs, the TCT includes a Knowledge Management and Communication Specialist and a GIS Specialist. The TCT is supported by a Project Manager, a Finance Officer, and a Project Coordinator. Overall supervision of the TA activities and quality assurance of the TA outputs is provided by the PRIMEX Project Director.
