PRIMEX fielded the services of a National Higher Education Specialist who performed the following tasks: (i) together with international consultant, government representatives, and ADB, traveled to 4-5 universities to collect information on facilities, equipment, enrollment, programs, qualification of staff in selected institutions, as well as assess the demand and needs for upgrading; (ii) consulted with local industries and relevant stakeholders in the provinces to assess linkages on research and development (R&D) with institutions; (iii) provided international good practices on upgrading university facilities and education towards industry 4.0; (iv) together with the international consultant, documented, for each institution, its capacity, demand, and potential upgrading to improve relevance and quality of education for better learning outcomes; (v) supported and coordinated with the universities to collect relevant education and financial information to meet the requirements of Decree 97 on On-lending and Decree 132 on ODA; (vi) coordinated and facilitated discussions with MOET, ADB, and other stakeholders on potential support to universities for a possible investment project; (vii) together with the international consultant, prepared an initial sector assessment (sector problem tree and social analysis) and concept note to identify the issues, needs, and opportunities and what would be the value added by ADB support; (viii) supported the relevant agencies to prepare government project proposals, investment policies according to the ODA decree and onlending policies; (ix) collected necessary data and information and data for preparing analysis and documented preparations; and (x) completed any other task that may be reasonably requested by ADB and the government counterpart.
