TA-10337 CAM: Rural Water Supply, Sanitation, and Hygiene Improvement Sector Development Program – 1 TA Implementation Support and Capacity Development (55220-001)

PRIMEX is providing the services of two international specialists to assist the Ministry of Rural Development (MRD) and Provincial Department of Rural Development (PDRD) in implementing policy reform supported under the policy-based loan of the program. The International Climate Change Specialist, will: (i) help the team leader and institutional development specialist prepare a capacitydevelopment strategy for SNA TWGs, WSUGs, and WMCs; (ii) support the team leader and institutional development specialist in the implementation of a capacity-development strategy and plan for SNA TWGs, WSUGs, and WMCs and the preparation of the reports; (iii) provide professional advice and support to MRD in the development of NSP in particular in the climate change considerations of the NSP; (iv) support the team leader and other team members in completion of the assignment and report preparation; and (v) carrying out other relevant tasks assigned by ADB or the MRD. The International Gender and Social Development Specialist, will: (i) provide inputs to the team leader toward developing technical standards or designs for water-efficient toilets and latrines that are appropriate for rural Cambodia and accessible by the elderly and people with disabilities; (ii) support the team leader in testing or piloting latrine and toilet designs; (iii) provide inputs to the team leader and institutional development specialist in the implementation of a capacity needs assessment and the preparation of a capacitydevelopment plan and strategy for SNA TWGs, with focus on gender and social inclusion aspects of the plan and strategy’ (iv) support the team leader in the implementation of capacity development; (v) help the team leader and other team members complete the assignment and prepare reports; and (vi) carry out other relevant tasks assigned by ADB or the MRD.
