The international Public Policy and Performance Monitoring Specialist was engaged by ADB to perform the following tasks: (i) propose alternatives to the re-design of the LGPMS in order to ensure full alignment with the system of Seals of Good Local Governance (SGLG); (ii) ensure the LGPMS produces all the information required to award the separate components of the SGLG; (iii) critically evaluate the indicators currently used to award the SGLG and offer recommendations for improvement on the basis of international best practices; (iv) propose options for the strengthening of the analytical capacity of the LGPMS so that it provides substantive feedback for LGUs’ planning and budgeting purposes, specifically to evaluate the potential for the incorporation of modules that allow for: (a) LGU benchmarking in all relevant indicators of service delivery performance and budget execution; and (b) case study sharing of innovative practices with high socio-economic returns and others, as discussed with DILG; (v) propose options for the use of the analytical tools on the preparation of capacity development interventions from DILG into LGUs; (vi) upon agreement on the definition of the desired modules and re-design by DILG, guide work of the software engineers who will develop the software for the modules and test them; and (vii) lead policy dialogue on the topic with DILG and other government agencies and stakeholders as needed (including the preparation of presentations on the topic and participation in policy fora).
