
PRIMEX won the contract for consulting services for the Final Performance Evaluation of the USAID-funded Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) project. The evaluation will run from July to December 2018 and will cover the Cordillera Autonomous Region, Upper Marikina River Basin Protected Landscape, Kaliwa Watershed Forest Reserve, Mount Kitanglad Range Natural Park, Regions 6, 10, and 11. B+WISER started in 2012 and will end in 2018.
“PRIMEX is confident that we will be able to carry out the final performance evaluation with excellence. The members of the Consultant Team were also involved in the Mid-term Evaluation of B+WISER which was also conducted by PRIMEX in 2015 so they are highly familiar with the project, the stakeholders, and the Theory of Change that USAID is using,” said Leo R. Pura, Vice President for Technical Services.
Dr. Lope A. Calanog is serving as Team Leader for the Final Performance Evaluation. He will be supported by Dr. Diomedes A. Racelis (Biodiversity and Watershed Management Specialist), Mr. Luis P. Eleazar (Senior Evaluation Specialist), Dr. Imelda Pagtolun-an (Statistician), and Ms. Lourdes Margarita A. Caballero (Junior Evaluation Specialist). They will be supervised by Dr. Albert Aquino, USAID’s Contracting Officer’s Representative (COR) and Ms. Bernadette Carriaga, Alternate COR.
PRIMEX has a strong track record in conducting different types of evaluation. Among the projects that PRIMEX has evaluated are Impact Evaluation of the Fisheries Resource Management Project of ADB (ADB LOAN Nos. 1562/1563[SF]-PHI), Evaluation of HIV and STI Prevention Interventions for Vulnerable and Most-At-Risk Adolescents and Young People for UNICEF, and the Evaluation of Criminal Justice Programs in the Philippines for the Bureau for International Narcotics and Law Enforcement Affairs.
