Consulting firms across Asia continue to play a pivotal role in delivering transformative development projects financed by the Asian Development Bank (ADB). From 1 January 2021 to 31 December 2025, consulting organizations from Japan and the Philippines secured significant consulting services contracts under ADB-funded loans, grants, and technical assistance projects, supporting infrastructure development, governance reforms, agriculture, education, health, and sustainable economic growth throughout the region.
Among the standout firms during the period were Oriental Consultants Co., Ltd. (OCG) of Japan, ranked as the country’s leading consulting firm, and Pacific Rim Innovation and Management Exponents, Inc. (PRIMEX) of the Philippines, which secured 4th place among the top Philippine consulting firms participating in ADB-financed projects.
OCG emerged as the No. 1 Japanese consulting firm involved in ADB consulting services contracts between 2021 and 2025, achieving a total contract amount of US$ 65.56 million. The firm’s strong performance was driven by its expertise in three development sectors:
- Agriculture, Natural Resources and Rural Development (ANR)
- Transport
- Public Sector Management (PSM)
OCG has contributed to the planning, design, implementation, and supervision of major development initiatives throughout Asia and the Pacific. In the Philippines, Pacific Rim Innovation and Management Exponents, Inc. (PRIMEX) distinguished itself as the 4th-ranked Philippine consulting firm participating in ADB-financed consulting services contracts during the same period.
PRIMEX secured a total contract amount of US$ 4.35 million, reflecting its continued contribution to development initiatives across multiple sectors. The firm’s ADB-supported engagements focused Agriculture, Natural Resources and Rural Development (ANR), Education (EDU) and Health (HLT)
For the past 36 years, PRIMEX has supported governments, development agencies, and implementing organizations through a range of services, including project management, policy advisory, capacity building, research, monitoring and evaluation (M&E), and institutional development. At present, ADB funded projects compose 56% of the PRIMEX total project load, or a total of 445 ongoing and completed projects.
